To commemorate the commencement of the reconstruction of M-3 “Ukraine” Highway, Heads of Avtodor and the Kaluga Region buried a memorial capsule. The ceremony took place in the location of the future construction of a multi-level road junction at 173rd kilometer of the highway.

The ceremony was attended by Mr. Evgeniy Moskvitchev, the Chairman of the Transportation Committee of the State Duma of the Russian Federation,  Mr. Sergei Kelbakh, the  Chairman of the Board of the State Company Avtodor, Mr. Anatoly Artamonov, Temporary Acting Governor of the Kaluga Region, and Mr. Igor Urmanov, the  First Deputy Chairman of the Board of the State Company.

The project of reconstruction, maintenance, repair, reconstruction, and paid operation of the M-3 “Ukraine” Highway at km 124 - km 194  is implemented under a long-term investment agreement (LTIA) concluded between the State Company Avtodor and OJSC DSK AVOTBAN. The term of validity of the Agreement is 23 years.

After the commissioning of the reconstructed section, OJSC DSK AVTOBAN will undertake its maintenance, repair, reconstruction, as well as toll collection in favor of the state.

The project is implemented in compliance with Federal Target Program “Development of Transportation System of the Russian Federation (2010 - 2020)” and Long-Term (2010 - 2020) Activities Program of the State Company Russian Highways as approved by the Government of the Russian Federation.

State expert panel made a positive conclusion in respect of project documentation for the reconstruction and concurrent paid operation of the M-3 “Ukraine” Highway at km 124 - km 194. The section requires extension of its throughput capacity, since its current specifications no longer conform to the existing intense traffic.

The reconstruction will result in assigning the section km 124 - km 173 with Class 1b (currently in complies with the Second Technical Class). Its throughput capacity will be substantially increased, and travel safety will be enhanced.

Stone mastic bituminous concrete pavement will be used for the reconstruction. Today, it is the material deemed the most stable against abrasive wear rutting. Six bridges will be repaired, six crossovers, one wildlife crossing, two underground and one overhand crossings will be built, together with three multi-level transport junctions. The works completion deadline - the end of 2016.

Late this year, the reconstruction of the next section will start, km 74 - km 194 section. These works are scheduled to be completed in Q4, 2017. Both sections will be toll-operated.
