Two companies have applied for an investment tender for the construction and operation of a high-speed motorway Moscow – St. Petersburg at section km -149 km

On September 9, the State Company “Avtodor” opened the envelopes with applications for the participation in the open tender for the right to enter into long-term investment agreement (LIA) for financing, construction and operation of toll highway M-11 “Moscow - St. Petersburg” at sections 58th km – 97th km and 97th km – 149th km (stages 1 and 2) during the meeting of the tender committee.

 

Two applications had been submitted to the tender committee: from “Mostotrest”, PJSC and “Autobahn Road Construction Company”, OJSC.

 

Review of the submitted applications will be conducted as a part of the preliminary selection of participants. Its results will be summed up no later than September 28, 2015.

Acceptance of tender proposals will start from September 29. The envelopes will be opened on October 30, 2015.

The tender results will be announced no later than November 27, 2015. The terms of signing of the long-term investment agreement are to be determined before December 23, 2015.

Dates are subject to change in accordance with tender documentation.

The State-owned Company “Avtodor” has announced an open tender for the right to enter into long-term investment agreement (LIA) for financing, construction and operation of toll highway M-11 “Moscow - St. Petersburg” at sections 58th km – 97th km and 97th km – 149th km (stages 1 and 2) on July 28, 2015.

Versus previous starting tender conditions of long-term investment agreements, the tender documentation of this project provides an increase of off-budget financing from 10% to 20%, and a slight increase in the tender period. This will be the first tender for the right to enter into a long-term investment agreement, taking place in two stages: preliminary and competitive selection.

The responsibilities of the contractor under the agreement include implementation of highway construction of M-11 “Moscow - St. Petersburg” at sections 58th km – 97th km and 97th km – 149th km (stages 1 and 2), and co-financing of the project by its own funds and borrowings.

After highway commissioning, the contractor shall carry out its maintenance, perform repairs and overhauls, as well as fulfill other obligations related to highway operation.

State financing of highway construction shall not exceed 55.8 billion rubles. The maximum amount payable to the contractor under the agreement on the part of the State-owned Company for the purposes of ensuring proper highway operation shall not exceed 17.1 billion rubles.

The maximum amount of the basic premium to inflation rate amounts to 4.65% (this figure is used to calculate the investment payment ensuring the return on the investments of the contractor).

The above-mentioned cost parameters of the project are subject to decrease in the course of the tender.

The amount of contractor’s investments in the project will be equal to 13.966 billion rubles and will not be subject to reduction in the course of the tender.

The term validity of the Agreement is 23 years.

The section of the high-speed motor road M-11 (58th km – 149th km) which is going to be 90.1 km long will be constructed in three years (2016 - 2018). It will go through the territories of the Moscow and the Tver regions. The road will comply with the requirements for IA category, which characterizes it as the highway with an estimated driving speed of 150 km/h (access road to Klin - category IB with an estimated speed of 120 km/h). The highway will have four lanes through its entire distance, seven junctions are to be built. The obligations of the contractor under the agreement will not include the construction of a new section of the highway only, but also the 4.5 km long access road to the town of Klin. In total, 49 artificial structures will be built on this section including the bridge of  322 m long.
