The offer of Avtodorozhnaya Stroitelnaya Korporatsiya, LLC is found to comply with the documentation of the open tender for the right to enter into a concession agreement on the financing, construction and toll-based operation of the Central Ring Road of the Moscow Region, start-up complex (construction stage) No. 3.
Let us recall that the consortium of Avtodorozhnaya Stroitelnaya Korporatsiya, LLC, which incorporates DSK Autobahn, OJSC, and the Spanish company Sacyr Concession, was the only participant who submitted a tender offer with the terms of implementation of this project. In accordance with Part 7 of Article 32 of the Federal Law No. 115-FZ “On Concession Agreements”, the Concession Agreement between the Grantor represented by Avtodor State Company and the Concessionaire Avtodorozhnaya Stroitelnaya Korporatsiya, LLC is subject to the conditions provided in the submitted tender offer:
capital grant: 42,203,799,200 rubles in prices of the corresponding year, VAT inclusive;
operating payment: 22,520,301,323 rubles, VAT exclusive, for the entire period of the concession agreement in the prices of the 1st quarter of 2014;
investment payment: 67,640,066,572 rubles, VAT exclusive, for the entire period of the concession agreement in the prices of corresponding years;
marginal value of the index: 1.08.
The tender for the right to enter into a concession agreement on the financing, construction and toll-based operation of the Central Ring Road of the Moscow Region, start-up complex (construction stage) No. 3 was announced on August 29, 2014. In October 2014, five applications were submitted to the tender commission: from Severo-Vostochnaya Magistral, LLC, SOK 24 Russia, LLC, Invest Finance, LLC, Avtodorozhnaya Stroitelnaya Korporatsiya, LLC, and Koltsevye magistrali stolitsy, LLC. All the companies were allowed to participate in the tender. In January 2015, against the background of the changed macroeconomic environment, public consultations of participants of the competition for the third and fourth start-up complexes of the CRR with Avtodor State Company and the Ministry of Transport of Russia started. Following the consultations, the Government of the Russian Federation adopted the decision to adjust the project implementation conditions, and Avtodor State Company introduced the appropriate changes to the tender documentation, including adjustment of deadlines for tender offers within the tender procedures. The procedure of opening envelopes with tender offers took place on April 11, 2016.
The third start-up complex of the Central Ring Road with the length of 105.3 km will be laid in parallel to the Small Concrete Ring A-107 in the North-East of the Moscow Region, and will connect the new high-speed highway Moscow - St. Petersburg and the M-7 “Volga” Highway. The new highway will pass through the territory of Solnechnogorsk, Dmitrov, Pushkin, Shchyolkovo, Noginsk Districts and Chernogolovka Urban District. The third start-up complex the Central Ring Road will meet the technical category I A, with an estimated speed of 1400 km/h. The highway will have four lanes (1st stage of construction). The area will be equipped with 55 bridges (including 20 bridges and 35 viaducts) and four transport interchanges at different levels. The projected traffic intensity for 2030 amounts to 43.5 thousand cars per day.
The operation of this facility will be toll-based. Free alternative to this section will be the Highway A-107.
