Avtodor State Company held a business meeting with investment society professionals within the framework of St. Petersburg Economic Forum

Competition for the right to conclude a concession agreement on financing, construction and operation of Moscow – St. Petersburg toll highway at the 543–646 km and 646-684 km sections was presented to investment society professionals at the business meeting held by Avtodor State Company within the framework of St. Petersburg International Economic Forum on June 21, 2013.

 

Maksim Sokolov, Minister of Transport of the Russian Federation, as well as chief executive officers and representatives of Russian and international investment, legal, construction, consulting and financial companies attended the meeting.

 

“We proceed from the general approach to specific projects. Today Avtodor State Company will present a Concessional Construction Project for 140 km section of Moscow–Saint Petersburg Highway from the North Russian capital. Sergeiy Kelbakh, a Chairman of the Board of Avtodor State Company, introduced principal conditions of an open tender for the right to conclude a concession agreement on financing, construction and operation of Moscow – St. Petersburg toll highway at the 543–646 km and 646-684 km sections to Meeting participants. Investment society professionals discussed aspects of tender procedures with a project team.

 

Avtodor State Company announced an open tender for the right to conclude a concession agreement on financing, construction and operation of Moscow – St. Petersburg toll highway at the 543–646 km and 646-684 km sections on June 17, 2013.

 

Tender documentation is available on the Company’s website. The tender will be held in two stages. Bids will be accepted until September 02, 2013.

 

A road section of 138.80 km long will be built in three years (2015 to 2017). Total project construction cost amounts to RUR 83.10 billion. Construction will be funded by the Concessor and concessioner in the ratio of 75% to 25% accordingly.

 

543 km – 684 km road section will pass through the territory of Saint Petersburg, Leningrad and Novgorod regions. It will fall to IA class that means a highway with design speed of 150 km/h. A highway at the 646-684 km section will be 6-lane, at the 543-646 km – 4-lane. During construction of the section 52 bridges and crossovers, 1 underpass and 3 road junctions will be built.

 

The project is to be implemented by concessioner in compliance with approved design and estimate documentation after receiving a favorable opinion of Glavgosexpertiza of Russia. Thus, design and estimate documentation for 646-684 km section has already received a favorable opinion of Glavgosexpertiza of Russia on October 25, 2010, and for 543-646 km section – on Novemer 16, 2012. The Project complies with requirements of minimal environment impact. Located in relative proximity to the present M-10 Russia road, this Project makes it possible to maintain a prevailing interlinking within subjects of the Russian Federation and takes into account a prospective development of transport infrastructure.

The highway will become an important component of Saint Petersburg junction point and will allow moving a part of traffic out of congested roads network. Besides, a new road will provide interregional connection, because it begins and finishes at junctions to current federal highways, Saint-Petersburg belt highway at 684 km and M-10 highway at 543 km points. This section is independent; moreover, its putting into operation will be synchronized with a start-up of the next section of Moscow-St. Petersburg road (334 km – 543 km section).

 

Upon completion of construction, concessioner will operate the road section for 24 years, including its repairs and overhauls, as well as collect a road toll in favor of the Concessor. Project documentation has provisions for closed toll collection system, i.e. arrangement of toll stations on all toll highway exit and entrance ramps. At the moment the Project specifies an arrangement of the following toll stations: at 535 km, 647 km and 679 km points. Amount of road toll will be estimated on the basis of actually run distance.

Concession agreement allows collection of toll by a concessioner in favor of the Concessor. The Concessor approves rates within amounts specified by concession agreement, using a weighted average rate method. A rate for passenger cars will range from 1.75 to 2.60 roubles per km.
