On July 16 Avtodor State Company held a roadshow for the financing, construction and toll operation project of the M11 Moscow – St. Petersburg highway at the 543–646 km and 646-684 km sections in Marriott Hotel, Moscow.
During the roadshow Avtodor project team presented project basic parameters and objectives, as well as economic, legal and engineering aspects and conditions for the project implementation, to investment community professionals.
“State Company team aims for maximum transparency of all tender procedures, and I hope that all your questions will get comprehensive answers”, - Sergei Kelbakh, Chairman of the Boardof Avtodor company, said, opening the roadshow.
“Construction of new Moscow – Saint Petersburg highway is one of the key Russian infrastructure projects” – Alexander Nosov, Investment Policy and Corporate Development Deputy Chairman of the Board, mentioned during his presentation of general parameters and tasks of the project. He emphasized that interests of future users of new highway are primary for the State Company as the project Concessor. “A key objective for us is the maintenance of proper technical condition of road under construction by concessioner,” – he said.
Project technical part was presented by Alexander Cherkasov, Director of Design, Technical Policy and Innovations Department of Avtodor Company, financial part – by Andrey Averin, Managing Director of Avtodor-Invest Ltd. Concession tender details were presented to the roadshow participants by Denis Patrin, Managing Director of Avtodor-Invest Ltd.
Tomas Maier, Managing Director of European Bank for Reconstruction and Development took part in the roadshow. He presented project environmental impact audit that was conducted.
When presentations have been finished, event participants had a chance to put questions to the project team and get answers both in debating and within the frames of individual consultations.
Representatives of Russian and foreign investment and construction companies, lending institutions, public-private partnership projects consultants and experts took part in the event. The total number of the roadshow participants exceeded 130.
Avtodor State Company announced a tender for the right to conclude a concession agreement on financing, construction and operation of Moscow – St. Petersburg toll highway at the 543–646 km and 646-684 km sections on June 17, 2013. The tender will be held in two stages. Bids will be accepted until September 02, 2013. Preselection results shall be announced no later than October 15, 2013. The next four months are provided for preparation of tender proposals and carrying out of open consultations with tenderers. Tender results shall be announced no later than April 1, 2014. The concession agreement is scheduled to be signed until July 1, 2014.

543 – 684 km road section is planned to be built in three years (2015 to 2017), by the beginning of World Cup 2018. Total cost of construction works, performed by concessioner, amounts to RUR 83.10 billion. 25% of this amount shall be funded by concessioner equity and borrowings. Project will be implemented at the Concessor’s cost under the concession agreement. The total duration of the agreement is 27 years.
