Competitive tender to have treaty-making power for the financing, construction and fee-based operation of "Moscow – Saint Petersburg" Highway between 543 km - 646 km and 646 km - 684 km sections was submitted to the investment community at the business meeting conducted by the Russian Highways (Avtodor) State Company on June 21, 2013, within St. Petersburg International Economic Forum.
The meeting was held with the participation of Maxim Sokolov, the Minister of Transport of Russia. Attending were also top managers and representatives of investment, legal, construction, consulting, and financial companies, both Russian and international ones.

Sergey Kelbakh, the Chairman of the Russian Highways (Avtodor) State Company acquainted the participants with the basic conditions of the open tender for the concession agreement on the financing, construction and fee-based operation of "Moscow – Saint Petersburg" Highway between 543 km - 646 km and 646 km - 684 km sections". The representatives of the investment community and the project team discussed all the issues related to the carrying out of tendering procedures.
On June 17, 2013, the Russian Highways (Avtodor) State Company has announced open competition to have treaty-making power for the financing, construction and fee-based operation of "Moscow – Saint Petersburg" Highway between 543 km - 646 km, and 646 km - 684 km sections.
The tender documents are available on the website of the Russian Highways (Avtodor) State Company. The tender will be held in two stages. Bids will be admitted until September 2, 2013.
138.8 km-long highway section will have been built in three years (2015 - 2017). The total cost of the construction comprises 83.1 billion rubles. Construction financing will be carried out by the concessor and concessionaire in the ratio of 75% and 25% respectively.
543 km - 684 km highway section will pass through the territory of St. Petersburg, Leningrad and Novgorod regions. It will be of IA category, which means the highway with the design speed of 150 km/h. From 646 to 684 km the highway will be six-lane, from 543 to 646 km it will be four-lane. 52 bridges and overpasses, one tunnel, 3 road interchanges will be built during the construction of this section.
The project is to be implemented by the concessionaire subject to compliance with the approved construction documents, endorsed by the Federal Autonomous Institution "Glavgosexpertiza of Russia". Thus, the construction documents for 646 km - 684 km section were endorsed by the Federal Autonomous Institution "Glavgosexpertiza of Russia" on October 25, 2010, and 543 km - 646 km section was endorsed on November 16, 2012. The project meets the requirements of the minimum impact on the natural environment. Being located in relative proximity to the existing highway M-10 "Russia", this option makes it possible to maintain the existing transport links within the constituent territory of the Federation, and takes into account the prospective development of transport infrastructure.
The highway will become an important element of St. Petersburg transport hub and will allow to bring some traffic to the existing congested road network. An additional point is that the new road will provide interregional transport connection, because it begins and ends at the road interchanges with the existing federal highways, St. Petersburg ringway at 684 km and highway M-10 at 543 km. The section has an independent transport importance and at the same time its commissioning will be in phase with the launch of the next road section Moscow - St. Petersburg (334 km - 543 km).
After completion the concessionaire will be engaged in the operation of the road section for 24 years, including its repair, over-haul and tolling for the benefit of the concessor. Project documentation allows for a closed system of tolling, i.e. tollboothes at all entrances and exits to the toll road. The project currently involves the placing of the following tollboothes: at 545 km, 647 km, as well as 679 km. The toll rates will be based on the actual distance covered.
The Concession Agreement provides for toll collection to be carried out by the concessionaire in favor of the concessor. The concessor approves of tariff rates within the lim its set by the concession agreement using the method of weighted average tariff. For passenger cars such tariff will range from 1.75 to 2.60 rubles per km.
