The section of M-4 Don highway bypassing Usman and Rogachevka village (Voronezh region) will be built ahead of schedule by mid-2016

About 85% of the construction works for a new section of M-4 Don federal highway bypassing Usman and Rogachevka village (Voronezh region, 517 km - 544 km) will be performed by the end of 2015. Thus, the construction of a new road should be completed in mid-2016. According to the long-term investment agreement, completion of construction was scheduled for late 2016.

This was discussed at the working meeting of Chairman of the Board of State Company “Avtodor” and Governor of Voronezh Region Alexey Gordeyev held on May 6.

Construction of the new road is carried out at a rapid pace. Since the beginning of the project, which started on June 5, 2014, 116% of construction and installation works have been executed according to the planned schedule. Since the beginning of this year, this figure has amounted to 283%. On the whole, 41% of the total work was completed.

“I want to emphasize that the accelerated pace of our projects’ implementation in Voronezh region would have been impossible without the active cooperation with the Government of the region and full support from its side,” said Sergei Kelbakh at the close of the meeting.

Currently, M-4 Don federal highway runs through N. Usman and Rogachevka settlements, Voronezh region. This section is one of the most difficult places on M-4 Don road. The highway passage through the settlements adversely affects the ecological situation, road safety and speed of transit traffic.

The new section of M-4 Don highway bypassing N. Usman and Rogachevka will be a continuation of the bypass of Voronezh commissioned in November 2013.

Construction of M-4 Don highway to bypass N. Usman and Rogachevka is carried out within a long-term investment agreement signed between State Company “Avtodor” and LLC “Transstroymekhanizatsiya” of OJSC “Mostotrest” group. This contract includes not only the construction of the section, but also its maintenance and repairs for 20 years upon completion of construction.

As of the end of May 2015, the specialists of LLC “Transstroymekhanizatsiya” are in the process of construction of the new IA-category four-lane highway with 6 m wide dividing strip throughout the 29-kilometer section. The erection of two split-level road interchanges, 14 overhead roads with total length of 1159 m, as well as 2 pedestrian crossings with total length of 163 m, is in the final stage. The design speed on the new section will be 150 km/h.

To reduce the negative environmental impact, the project provides for an arrangement of noise screens in locations subject to increased acoustic load, planting of tree lines along the boundaries of the right-of-way of the road, as well as erecting of artificial structures to ensure the migration routes of animals.

The cost of construction is 17.3 billion rubles. The project provides for commitments (investments) of the contractor for 1.9 billion rubles, which will be repaid at the operational stage in accordance with the terms of the agreement. Upon completion of construction, LLC “Transstroymekhanizatsiya” shall be liable to maintain, repair and overhaul M-4 Don highway on the section of 517 km - 544 km until 2036.

After opening the section bypassing Usman and Rogachevka one “bottleneck” - the section that runs through the settlements Pavlovsk and Losevo – will remain on M-4 Don federal highway in Voronezh region. The project of construction of the new section (513 km - 633 km) was approved by FAE “Glavgosexpertiza”; currently State Company “Avtodor” is about to announce an open two-stage tender for the conclusion of a long-term investment agreement on the construction and operation of this section. “The executor of the agreement should be defined by the end of the year. Thus, active works will start in 2016,” said Sergei Kelbakh at the meeting.

M-4 Don federal highway Moscow - Voronezh - Rostov-on-Don - Krasnodar - Novorossiysk connects the central and northern regions of the European part of the country to the North Caucasus, the Black Sea coast, the port of Novorossiysk. The length of the road is more than 1500 km. In May 2010, M-4 Don was transferred to the trust management of State Company “Avtodor”. Currently, a large-scale reconstruction is carried out at this highway, as a result of which the entire M-4 Don road will correspond to the first technical category by 2019. After the commissioning of new high-speed sections bypassing settlements in Tula, Voronezh and Lipetsk regions 918.172 km of M-4 Don road became correspondent to IB-category, 101.135 km to IA-category, 100.629 – to IB-category.
