Chairman of the Board of State Company Avtodor Sergey Kelbakh and governor of the Novosibirsk region Vladimir Gorodetsky signed a cooperation agreement at the IV International Forum “Transport of Siberia”.
According to it, State Company Avtodor and the government of the Novosibirsk region will assist the development and implementation of public-private partnership in the preparation and implementation of investment projects.
The collaboration will focus on search, selection, structuring and support of the subsequent implementation of investment projects aimed at the development of road infrastructure on the territory of the Novosibirsk region, as well as on the attraction of private capital.
In addition, a subsidiary of State Company Avtodor-Invest, LLC and Investment Promotion Agency of the Novosibirsk Region, JSC (AIR, LLC) signed an agreement on establishing a center of PPP. The document was signed by Director General of Avtodor-Invest Aleksandr Samoylenko and Director General of AIR, LLC Vladimir Nikonov.
The agreement provides for joint establishment of a center of public private partnership in the Novosibirsk region.
The center’s activity will focus on qualified personnel training, improvement of legislation and the development of institutional environment in public private partnership area in the Novosibirsk region, assistance to executive authorities of the region in the preparation of investment projects that shall be carried out with the use of PPP mechanisms.
State Company Avtodor together with the constituents of the Russian Federation is creating a network of regional centers of public-private partnership. To implement this task, Avtodor has selected several regions in which pilot centers of PPP will begin their operation. To date, agreements on the establishment of centers have been signed with the Udmurt Republic, the Krasnodar Krai and the Tomsk region. The regional centers of PPP will be established in cooperation with local authorities of the Russian Federation constituents and Avtodor-Invest (subsidiary of State Company Avtodor) on an equal footing.
Regional centers of PPP will conduct preliminary examination of selected projects and make suggestions on their implementation. In addition, the centers will help address the issue of shortage of staff, knowledge and experience in the field of public-private partnerships in the regions, as well as save significant resources of the Russian Federation constituents.Employees of the regional centers will undergo free training in the subsidiary of Avtodor-Invest based on the projects currently implemented by Avtodor. Training will be conducted in three areas of structuring of PPP projects: legal, financial and technical. The training will be supervised by the leading specialists of Avtodor with unique experience in PPP projects.
