Avtodor state-owned company has unique experience in implementing infrastructure projects. For almost 16 years of its existence, it has become the largest operator of the toll highway network and has been able to attract more than 1 trillion return investments in its projects.
Opportunities for scaling up the experience of a state-owned company, mechanisms for supporting business community initiatives, new approaches to project structuring and further development vectors were discussed by participants of the Avtodor State-owned Company's business breakfast "Restarting Infrastructure Investments: how to restore trust?" at the SPIEF 2025 site.
To date, the portfolio of investment projects of the State-owned Company for the construction of toll expressways in 2025 has increased to 20.
Vyacheslav Petushenko, Chairman of the Management Board of Avtodor State Company, told the participants and guests of the event about the results achieved and future plans for the development of the expressway network with the involvement of extra-budgetary investments.
"In total, the Avtodor State-owned Company has built and reconstructed about 3,000 km of high-speed highways. By 2040, federal budget savings on road maintenance due to revenue from toll collection will amount to about 400 billion rubles, which will allow these funds to be used for the implementation of other significant projects for the country," Vyacheslav Petushenko said.
Over three years, the state-owned Company has analyzed in detail more than 34 regional projects. The evaluation of technical solutions, verification of the intensity forecast, financial models and balancing of the terms of concession agreements were carried out as part of the project expertise.
The head of Avtodor noted that, thanks to the accumulated experience, the State-owned Company is ready to become a competence center for the development of a high-speed road network. This will help to achieve an optimal balance of interests between the public and private parties by applying the experience of the State-owned Company in the negotiation of agreements and financial modeling of regional projects.
Yuri Slyusar, Acting Governor of the Rostov Region, spoke about the importance of implementing investment projects for the region. He noted that just over a month ago, the State-owned Company, in close cooperation with the region, signed the first long–term investment agreements since 2019 for the reconstruction of the M–4 km 933 - km 1024 section, with an investment share of up to 40%. This is the first project that provides partial financing from a State-owned company..
Dmitry Makhonin, Governor of the Perm Territory, stressed the importance of the construction of the Dyurtyuli–Achit section, which, after its opening, will become part of the M-12 Vostok expressway: "Indeed, we are very pleased that we have teamed up so that today we can talk about the imminent opening of this long-awaited facility. Of course, this is the development of road service and consumer convenience. And it seems to me that this is the right thing to do, because our residents deserve just such a good infrastructure. We understand that this is also the development of the south of the Perm Region. I would like to emphasize that there is now a lack of trust in regional concessions, and the Perm Region is no exception, because we have difficult moments in the implementation of the concession. But they are all surmountable. The main thing is that we will develop the road network in a global country like Russia."
