Foreign carriers will be obliged to pay debts for tolls on express roads when crossing the Russian border

From September 1, 2026, additional control over the payment of tolls owed by foreign carriers on high-speed highways will come into effect in Russia. The relevant regulations are provided for by Federal Law No. 241-FZ dated July 23, 2025.
Under the new rules, when entering or leaving the Russian Federation, officers of the Federal Customs Service will check whether foreign carriers have debts for travel on toll roads. If a debt is detected, the vehicle will be able to continue traveling only after its full repayment.
Most foreign carriers using toll roads in Russia are compliant users who pay their fares. The new mechanism will eliminate the possibility of intentional toll evasion.
To implement the new requirements, the Government of the Russian Federation has amended the Rules for State Control (Supervision) of International Road Transportation at State Border Checkpoints. The updated provisions define the procedure for information exchange between the involved agencies and the action plan for Federal Customs Service personnel during inspections.
The introduction of control at the state border will be an important step in the formation of a transparent and efficient system for the use of expressways based on uniform rules for all carriers.
