Avtodor State Company and Transstroymekhanizatsiya, LLC, have signed an agreement concerning the section km 633 – km 715 of M-4 Don Federal Highway(bypassing the village of Losevo and the town of Pavlovsk)

Avtodor State Company and Transstroymekhanizatsiya, LLC, signed a long-term investment agreement for the construction, upkeep, repair, overhaul, and toll operation of M-4 Don Highway at the section km 633- km 715 (bypassing the village of Losevo and the city of Pavlovsk, the Voronezh Region).

The results of the tender were announced on December 12, 2016. According to the bid results, Transstroymekhanizatsiya, LLC, scored 100 points, Donaerodorstroy, JSC, scored 27.96492 points, by virtue whereof Transstroymekhanizatsiya, LLC, was declared a winner.

It is to be recalled that  open two-stage bids in electronic form for the right to enter into a long-term investment agreement for the construction, upkeep, repair, overhaul and toll operation of M-4 Don Highway - from Moscow through Voronezh, Rostov-on-Don, Krasnodar to Novorossiysk at the section km 633 – km 715 (bypassing the village of Losevo and the city of Pavlovsk, the Voronezh Region) has been opened on August 24, 2016.

The new section of M-4 Don  highway, which is 85.17 km long, will pass through the territory of Bobrovsk, Pavlovsk and Verkhnemamonsk districts of the Voronezh region. The projected intensity in its first five years of operation will be 10,000 – 12,000 vehicles/day. Road category: 1B. Number of lanes: 4.

The project for the construction of the M-4 Don highway  from Moscow through Voronezh, Rostov-on-Don, Krasnodar to Novorossiysk, at the section km 633 - km 715 (bypassing the village of Losevo and the city of Pavlovsk.), the Voronezh Region, is included as a long-range objective in the program of activities of the State Company Avtodor (from 2010 through 2020) approved by the Federal Government on December 31, 2009 No. 2146-r. Positive opinion of the Federal Autonomous Organization GlavGosExpertise of Russia No. 1715-14/GGE-9545/04, No. 1717-14/GGE-9545/04 on design specifications and estimates and the results of engineering surveys, as well as the verification as to the accuracy of to determining the estimated value of the facility, has been obtained on December 30, 2014.

Note:

M-4 Don  Highway was included in the list of Federal Highways of Russia by virtue of the Regulation of the Government of the Russian Federation No. 62 dated December 24, 1991. The length of M-4 Don highway is 1,517 km. The basic part of the road from Moscow to Krasnodar is part of the European route E115. The section from Krasnodar to Dzhubga constitutes E592 route, the section from Dzhubga to Novorossiysk constitutes part of E97. In addition, M-4 highway incorporates a section of the European route E50 from the intersection with M19 near Novoshakhtinsk to the branch of M29 near the town of Pavlovsk. M-4 Don Highway was transferred to Avtodor State Company for trust management in May 2010.
