On March 20 the toll rate will be implemented at the 124th km – 173rd km section of the M-3 Ukraine Highway.

Toll collection at M-3 Ukraine Highway in the Kaluga Region (124th km – 173rd km section) will start on March 20, 2017 at 00.00 a.m.

Toll-based operation at this section is introduced according to the Order of the Government of the Russian Federation No. 18 of January 19, 2010, the Decree of the Government of the Russian Federation No. 364-р of March 01, 2017 as well as the long-term (2010 - 2020) working program of the State Company Russian Highways approved by the Decree of the Government of the Russian Federation No. 2146-р of December 31, 2009 (as amended by the Decree of the Government of the Russian Federation No. 2174 р of October 24, 2015).

The toll rate at the toll section will depend on the vehicle type and the time of day (time-of-use rate). However, the owners of the transponders will get a discount of 20% of the established toll rate. Detailed rates are specified in the annex hereto.

According to the reference information attached to the Decree of the Government of the Russian Federation No. 364-р of March 01, 2017, the money received fr om the toll-based operation will be allocated for the repair works and road reconstruction.

An open system of toll collection will be implemented at the section. It means that the toll will be collected only at the toll collection points (TCP), regardless of distance covered. If the driver turns off before TCP, there will be no need to pay.

The TCPs are located at 136th km and 168th km of the highway, There are centers of sales and services in the same place that are open from 09:00 till 21:00 seven days a weeks. Telephone of a single support center is 8-800-707-2323.

Traffic at the section of M-3 Ukraine Highway from 124th to 173rd km was opened in September 2016. After reconstruction, it conforms to the technical category IB – having four lanes, no junctions at one level, and divided contra-flow lanes for vehicles.

Six overhead roads, two passage undergrounds, and 7 bridges have been constructed. Besides, the first in Russia open wildlife crossing for wild animals was constructed, which provides migration of animals through linear constructions, with the landscape similar to natural environment of the animals. In December 2016, the transport interchange on 174th km of the highway was opened. As at the date of launching the traffic, drivers had an opportunity to pass through this section free of charge.


The project of reconstruction, maintenance, repair, overhaul and chargeable operation M3 Ukraine Highway at the 124th km – 194th km section is implemented within the framework of a long-term investment agreement concluded between Avtodor State Company and Road Construction Company Autobahn JSC. The agreement term is 23 years. The reconstructed section of highway M3 Ukraine from 124th km to 194th km passes through Maloyaroslavetskiy and Dzerzhinskiy district of Kaluga Region and urban district of Kaluga. The estimated speed lim it is 120 km/h.

After commissioning of the reconstructed section, the Road Construction Company Autobahn JSC will be responsible for maintenance, repair, overhaul of roads and collect tolls in favor of the state. The project is implemented in accordance with the federal target program of Development of the Russian Transport System (2010-2020), and the long-term working program of Avtodor State Company (2010-2020), approved by the Russian Government.
