Fundacion Metropoli may take part in the development of territories near the site of Europe-Western China ITR

On April 13, 2017, Avtodor State Company and Fundacion Metropoli signed a memorandum of understanding within the IV International Forum of Investors and Transport Infrastructure Operators. The document has been signed by Aleksandr Nosov, Deputy Chairman of the Board of Avtodor State Company for investments and strategic planning and Alfonso Vegara, President of Fundacion Metropoli.

By signing the Memorandum, the parties confirm their interest in establishing long-term mutually beneficial cooperation in the field of sharing the accumulated experience and information, as well as in solving the current issues in the road sector.

In addition, the parties intend to work together to consider the possibility of Fundacion Metropoli's participation in elaborating proposals for the development of territories in the gravitation area of Moscow-Kazan highway, which will become part of Europe-Western China international transport route. Furthermore, the agreement provides for the development of possible options for organizing investments in the projects of Avtodor State Company, including by creation of a special project company.

The parties intend to investigate the possibility of creating a joint working group.

This Memorandum comes into force from the moment of its signing.

The total length of Europe – Western China ITR in the territory of the Russian Federation will amount to about 2.3 thousand km. The route of the motorway is divided into three main sections. The first section includes a new M-11 "Moscow –Saint Petersburg" highway (total length is 567 km), CRR (third start-up facility No. 3, total length is 105.3 km), the section to Orekhovo – Zuyevo (21.8 km), which is a part of the construction project concerning the pass-by of Balashikha and Noginsk, Moscow Region. On the second section from Moscow region to the entry point to Kazan, three options for development of the transport route will be considered: construction of a new motorway, reconstruction of existing M-7 "Volga" motorway, taking into account its subsequent operation on a paid basis and reconstruction of M-7 "Volga", taking into account the further free operation of the motorway. The third section of the ITR will run from the entry point to Kazan right to the border with the Republic of Kazakhstan (the village of Sagarchin).

The project implementation will ensure a high growth of transit in Europe – China direction, development of the country's transport infrastructure and the deeper integration of Russia into the system of international division of labor.

IV International Forum of Investors and Transport Infrastructure Operators is organized by Avtodor State Company. The forum is a platform for an open discussion of the most relevant issues of the transport industry, the prospects for the Russian market of investments in transport infrastructure and strengthening of mutual understanding between representatives of the government and the business community. It is attended by Russian and foreign experts.

Avtodor State Company was established in 2009. The company's goal is to develop a network of the toll highways, to attract extra-budgetary investment, and develop the road service facilities. The trust management of the company covers M-1 "Belarus", M-4 "Don", M-3 "Ukraine" motorways and M-11 "Moscow – Saint Petersburg" highway, that is under construction. Avtodor is also an executive in charge of the construction of the Central Ring Road in Moscow and Moscow region.
