Glavgosexpertiza Approves Further Sections of Construction Site Preparation for M-12 Moscow – Kazan Highway

Glavgosexpertiza of Russia (Federal Autonomous Institution "Main Department of State Expertise") reviewed the design and estimate documentation for the sections of stage 8 of site preparation for construction of M-12 Moscow – Nizhny Novgorod – Kazan Highway at 663–729 km with a bridge crossing over the Volga River in the Republic of Tatarstan. Following the results of the state expert examination, a positive opinion has been issued.

The M-12 Moscow – Nizhny Novgorod – Kazan toll highway with a length of 810 km is the largest investment project being implemented by Russian Highways State Company as part of the Comprehensive Plan for Upgrading and Expanding the Transport Infrastructure of Russia. Sections of stage 8 of M-12 highway construction are located at 663–729 km in the Republic of Tatarstan – from the intersection with R-241 Kazan-Buinsk-Ulyanovsk Federal Highway to the intersection with the Sorochi Gory-Shali Regional Highway. In accordance with the addendum to the terms of reference, preparation of the construction site on this section of the highway is divided into separate stages.

The design and estimate documentation, which received a positive opinion from the Glavgosexpertiza of Russia, provides for the work on sections 2 and 3 of the 2nd stage of the site preparation for M-12 Highway in the Laishevsky and Verkhneuslonsky Districts of the Republic of Tatarstan.

At this stage the projected road crosses five communication lines, and a 10 kV cable line. Gas pipelines are also included in the construction site, which resulted in a plan to dismantle the existing gas pipeline and lay a new one at each section. The boundaries of the permanent right-of-way for the sections examined by the experts were determined taking into account the planning concepts and "red lines" established. The boundaries of the temporary right-of-way envisage the location of construction sites, temporary access roads, alteration of utility services, as well as highway construction technologies.

Funding is provided from the federal budget. The customer is Russian Highways State Company (Avtodor State Company). The general design organization is Transstroymekhanizatsiya LLC.

Earlier, Glavgosexpertiza of Russia reviewed design and estimate documentation regarding the reconstruction of gas pipelines and communications on the sections of M-12 Moscow – Kazan Highway in Vladimir and Nizhny Novgorod Regions and in the Chuvash Republic.
