Russia’s Largest Electric Vehicle Charging Hubs to Be Built on the M-11 Neva Highway

On the M-11 Neva high-speed highway in the Moscow Region, construction has begun on the largest multifunctional electric vehicle charging complexes in Russia. They will be implemented within the existing multifunctional road service zones (MSZ) in accordance with the concept of the State Company “Avtodor.” The complexes will be built at km 63 and km 75 of the M-11 Neva highway.
The key feature of the hubs will be electric charging stations of various capacities: high-speed units at 150–210 kW for fast charging and 22 kW stations for longer parking periods. The technical part of the complexes includes engineering structures ensuring uninterrupted operation of all systems.
These modern hubs combine charging infrastructure for electric vehicles with a wide range of services for drivers and passengers. Each complex includes a single service building housing cafes and restaurants, as well as minimarkets and pharmacies.
The projects also include rest areas, children’s playgrounds, sports facilities, and designated areas for walking dogs. The projects will be implemented by PJSC RusHydro structures. The complexes are scheduled to be commissioned in 2026. In the future, six such hubs are planned along the M-11 Neva highway.
It should be noted that infrastructure for users on the M-11 Neva has been actively developing in recent years. There are a total of 17 multifunctional zones, including two of the largest fuel stations in Russia at km 176. In addition, last year, the first hotel opened at km 423 in the Novgorod Region.
