Pavement of Asphalt Concrete on Sections 7 and 8 of Moscow – St. Petersburg M-11 Highway Commences

The Magistral Dvukh Stolits LLC, concession operator of the project on the construction and the subsequent toll operation of sections 7 and 8 of M-11 Moscow – St. Petersburg Highway (543 km – 684 km) reports about the commencement of the works on asphalt concrete pavement on particular sections of the highway. The completion of the construction works and the commissioning of sections 7-8 of the highway is planned for mid-2018.

The completion of the construction works and the commissioning of sections 7-8 of the highway is planned for mid-2018.

In May, 2016, a trial pavement of asphalt concrete mix previously developed with the participation of road-building specialists was performed. The works were aimed to determine the paving technique in order to achieve the required degree of compaction, which directly affects the durability and service life of asphalt concrete pavement.  As of today, all necessary mixture and paving technique selection trials have been completed, 35,000 m2 of upper asphalt concrete base layer have been constructed.

The 137.6 km-long section 7-8 of M-11 Highway passes St. Petersburg Ring Road through Moskovsky and Pushkinsky Districts of St. Petersburg, through Tosnensky District of the Leningrad Region and through Novgorodsky and Chudovsky Districts of the Novgorod Region.

Work activities onsite involve about 30 contractors from St. Petersburg and the Leningrad Region, about 2,000 workers and over 600 machinery units.

As of now, works on topsoil removal, loose soil replacement, sand bed filling of levees and upper roadbeds, culvert installation and construction of bridge and cross-over foundations are being performed. Roughly, 10 mln m3 of sand and 2.5 mln m3 of macadam were transferred to the construction site.

To construct earth roadbed, about 4 mln m3 of sand were filled. Work activities are under way at 31 engineering structures. As of now, 5,500 m3 of concrete were used in the construction of bridge abutment foundations.

Sand and macadam needed for the construction are delivered from open pits of the Leningrad and the Novgorod Regions, all of them have the appropriate licenses. Concrete is supplied factories located in St. Petersburg, the Leningrad Region and the Novgorod Region. Structural concrete precasts for engineering structures are manufactured by the leading St. Petersburg-based manufacturers. Reinforced concrete decking is supplied by factories located in the Moscow and the Leningrad Region.

The works include a comprehensive set of activities aimed at minimizing the adverse effects of construction and operation of the new highway on the environment. Contaminant air emissions monitoring is performed on a monthly basis at the buffer zones near settlements. Continual in-process monitoring is being performed to ensure the compliance with water body protection requirements. Inspections revealed no signs of pollution. Temporary storages are provided for construction refuse (hazard class 4-5), refuse volumes are recorded, and the periodicity of their removal is monitored. All solid domestic wastes are passed over to dedicated organizations in the established manner for their further removal to licensed landfill sites.

Beyond that, ICA Company, the primary contractor, monitors the engineering condition of the general use motorways involved in the construction of M-11 Highway sections 7-8 and keeps them in regulatory fitness during the construction. The respective agreements were signed by the concession grantor, State Company Avtodor, Magistral Dvukh Stolits LLC, ICA, Road System Committee of the Leningrad Region, Transportation and Road System Department of the Novgorod region, Regional Government Agency "Novgorodavtodor", and Government Agency "Lenavrodor". The total length of the roads involved in the construction is 250.35 km, of which 106 km are located in the Leningrad Region, and 144.35 km are located in the Novgorod Region.

The Primary Contractor of the construction project obtained all required licenses and permits for the performance of the works. Landplot lease agreements were concluded to allow unimpeded operation in easement area. Among others, the Order of the Leningrad Region Governor was obtained for the lease of forestry fund land plots for the construction of the Highway.

   The construction of sections 7-8 of the SPH is the key infrastructural project of the North-West region of the Russian Federation. The Highway will bypass all settlements, which will make it possible to divert a part of traffic from the overloaded M-10 "Russia" Highway and to relieve suburban and regional roads.

VTB Capital and VINCI Highways, both the shareholders of the Magistral Dvukh Stolits LLC, have considerable experience in the area of construction project management and pre-commissioning, which contributes to the effective implementation of the highway construction and operation project.

The completion of the construction works and the commissioning of sections 7-8 of the highway is scheduled to mid-2018.

Background information:

The new M-11 Moscow – St. Petersburg Highway will stretch from Moscow Ring Road to St. Petersburg Ring Road junction. The total length of the highway is 669 km.

The highway will pass through the Central and the North-West Federal Districts within the Moscow, the Tver, the Novgorod, and the Lenindgrad Regions, bypassing all settlements.

The new Moscow – St. Petersburg Highway will be essentially parallel to the existing M-10 "Russia" motorway and will cross the latter at km 58, km 149, km 208, km 258, km 334 and km 543 (varying level road junctions are planned to be constructed).  This will help to divert traffic from M-10 "Russia" Highway to the new Highway and vice versa.

The construction of the M-11Highway is performed in several stages, each of them being an individual investment project. The project implementation sequence was determined, among other things, on the basis of assessment as to the most loaded sections of the existing M-10 "Russia" Federal Highway and the need to increase the throughput of the Moscow – St. Petersburg Transportation Corridor.

At this stage, two sections of M-11 have been completed and commissioned for toll-based operation: km 15 – km 58 in Khimki and Solnechnogorsk Districts of the Moscow Region, bypassing Khimki  and km 258 – km 334 in Torzhok, Spirovo and Vyshy Volochyok Districts of the Tver Region bypassing Vyshny Volochyok..

State Company Russian Highways (Avtodor) was established in 2009. The Company's mission is to develop a network of backbone high-speed trunk roads. Avtodor is a trust manager of the 450 km-long M-1 "Belarus" Highway, M-4 "Don" Highway (1,716 km) and M-3 "Ukraine" Highway (432 km). The State Company is in the process of comprehensive reconstruction of the above highways.

Avotdor is the Executive Manager of the construction of Moscow – St. Petersburg Highway and the construction of Central Ring Road (CRR) in the Moscow Region. In implementing all of its projects, the Company uses public and private partnership (PPP) mechanisms.

The Magistral Dvukh Stolits LLC was established in association with VTB Capital and VINCI Highways (France). In 2014, the Company won the open competitive procedure for the right to conclude a concession agreement on funding, construction and toll-based operation of "Moscow – St. Petersburg High-speed Motorway, sections km 543 – km 646 and km 464 –km 684)". The concession agreement between the Government of the Russian Federation on behalf of which State Company Russian Highways (SC Avtodor) and "Magistral dvukh stolits" LLC operate was concluded on November 18, 2014, for a period of 27 years.
