Avtodor Held Public Discussion of Tender Documentation for Signing a Long-Term Investment Agreement on Construction and Operation of Section 633 - 715 km of M-4 Don Highway (Bypassing Losevo village and Pavlovsk town)

On July 5, at the Russian Transport Systems Forum, the Avtodor State Company in cooperation with the Ministry of Transport of the Russian Federation held a public discussion of the draft tender documentation for the open two-stage electronic tender for a long-term investment agreement on the construction, maintenance, repair, overhaul and fee-based operation of the M-4 Don Highway: from Moscow through Voronezh, Rostov-on-Don, Krasnodar to Novorossiysk at the section 633-715 km (bypassing Losevo village and Pavlovsk town), Voronezh region.

On July 5, at the Russian Transport Systems Forum, the Avtodor State Company in cooperation with the Ministry of Transport of the Russian Federation held a public discussion of the draft tender documentation for the open two-stage electronic tender for a long-term investment agreement on the construction, maintenance, repair, overhaul and fee-based operation of the M-4 Don Highway: fr om Moscow through Voronezh, Rostov-on-Don, Krasnodar to Novorossiysk at the section 633-715 km (bypassing Losevo village and Pavlovsk town), Voronezh region.

During the public discussion of the tender documentation, Andrey Averin, Managing Director for Investment Structuring at Avtodor-Invest, LLC, and Denis Patrin, Managing Director for Legal Structuring of Avtodor-Invest, LLC, presented key technical, economic and legal aspects of the project.

According to the draft tender documentation, the project will cost 62.37 billion rubles, including 90% government funding and 10% private funding. The project will be implemented under a long-term investment agreement, and the Contract period will be 24 years. The term of the tender procedures is limited to the year 2016, execution of the long-term investment agreement is scheduled for December 2016, and the project implementation period is lim ited to the year 2020.

This is the first time when Avtodor State Company holds a tender entirely in electronic format. In addition, special attention will be given to SMS and their project requirements. Currently, technological audit is being conducted, and its results will be subject to public discussion.

During the discussion, investors took interest in the details of the project tender documentation, in particular, the project’s financial model and legal aspects of the long-term investment agreement.

The project roadshow for investors interested in the tender is scheduled for August this year.

The new 85.17 km section of the M-4 Don Highway will pass through the territory of Bobrovsky, Pavlovsky and Verkhnemamontovsky districts of the Voronezh region. Predicted intensity in the first five years of the fee-based operation: 10.000 – 12.000 vehicles per day. Road category: 1B. Number of lanes: 4.

The M-4 Don Highway construction project (from Moscow through Voronezh, Rostov-on-Don, Krasnodar to Novorossiysk, at the section 633–715 km (bypassing Losevo village and Pavlovsk town), Voronezh region) is included in the state company’s long-term action program (2010 - 2020) approved by the Decree of the Government of the Russian Federation dated December 31, 2009 No. 2146-p. A positive conclusion of the Federal Autonomous Establishment “Glavgosexpertiza of Russia” No. 1715-14 / GGE-9545/04 on the design and estimate documentation, including validation of the estimated cost, was received on December 30, 2014.

The M-4 Don Highway was included in the list of Federal Main Highways of Russia by Decree No. 62 dated December 24, 1991 of the Government of the Russian Federation. The length of the M-4 Don Highway is 1517 km. The main part of the highway from Moscow to Krasnodar forms part of the European route E115. The section from Krasnodar to Dzhubga forms E592 route, from Dzhubga to Novorossiysk forms part of E97. In addition, the M4 Highway includes a section of the European route E50 from the intersection with M19 near Novoshakhtinsk to the M29 branch near the village of Pavlovsk. The M-4 Don Highway was transferred to the trust management of the Avtodor State Company in May 2010.
